Good News!

Inday Romano-Haw, and her husband, Jimmy Haw donated 1,000 sacks of cement to
the Villareal, Samar Bayanihan Road Repair and Maintenance project, a
provincial road which is the responsibility of the Province of Samar and its
Governor, Milagrosa Tan.

This 9-km road is now being repaired by the people of Villareal, Samar
through a Bayanihan system. We have requested the asistance of Her Excellency,
President Gloria Macapagal-Arroyo, and The Honorable Senate Minority Leader,
Senator Aquilino Pimentel, Jr., as well as Senators Flavier, Pangilinan, Recto, and
Gordon. But they have probably other more important and urgent priorities.

Jimmy and Inday donated the equivalent of P151,000. The amount has been sent
to Tacloban. Mayor Renato "Boy" Latorre and his office will be responsible
for picking up the 1,000 bags of cement and bringing them to Villareal, Samar.

This is indeed a very generous Pamasko to the people of Villareal, Samar from
the generous couple.

Fr. Rudy Romano was the Villahanon Redemptorist priest who was abducted by
unknown persons in Cebu at the height of the dictatorship. His disappearence
rocked the world, including the Europen Union, the US Senate, Ireland, and the
Redemptorist fathers all over the world. His whereabouts are still unknown.

We are just as concerned as you are regarding the proper utilization of donations for the road repair project that is now on-going. People from Villareal, Samar residing here in Metro Manila have formed an association called the VILLAHANON ASSOCIATION IN METRO MANILA (VAMM)of which I am one of the Board of Trustees. This was established and registered at the Securities and Exchange Commission in December 2002.

Our association is deeply involved in this project because it's responsibility is soliciting bags of cement from people here and abroad who are willing to contribute for the realization of this long unaddressed problem of our municipality. To ensure that donations coming in won't go to some people's pocket, the donations sent to us are remitted to the bank account of the Villareal Bayanihan Road Project Committee which handles contributions in cash or in kind. Whatever amount we remit to them will be liquidated by providing us a copy of the receipt of purchase of the number of bags of cement which should be equivalent to the amount deposited to their account for the purpose.

In August 2004 I was in Western Villareal and I must say that I was amazed at its beauty and the kindness of the people. It has reinforced my desire to retire in the Philippines when the time comes. I too was shocked at the poor roadway leading into Villareal. It compares with many of the roller coaster rides here in the states. In a way it's nice to have a poor roadway because it will help preserve the natural beauty of the area because the poor roadway would deter abuse from outsiders, however, the healthcare problems and need for quick responses must come first.

I beg your forgiveness in asking this question, but I've been reading too much of the news and hearing too much "Cheesmiss?" (gospip) not to ask. I worry about corruption and graft and I'm scared that if I donate, the funds will wind up in someone's back pocket and not in the roadway project. If I donate to the roadway project, what guarantee will I have that the funds will be used solely for the roadway project? Who is responsible for providing financial statements regarding the expenditures? I hope I am not being rude, that's the last thing I want to be, but you must agree with me that when donating money in the Philippines the first concern is "will the funds go where I intend them to go?"

I don't know anyone involved in this project. The only person I know is the Mayor who was incredibly gracious and kind to my family and I when we visited this past summer. But other than him, where do I get my confidence in the project? I hope you can help, because the completion of the roadway is in the forefront of my mind.

Our association here in Metro Manila wish to express to you its heartfelt gratitude for your untiring efforts in helping us disseminate information regarding the status of the Villa-Casang-an Road Project and in soliciting more donations from our townmates based all over the world.

As I have said in the latest letter I sent you, we have already remitted the amount of
Php 55,300 last week to the account of the Villareal Bayanihan Road Project. We will be sending another Php 50,000.00 on the second week of November and Php 28,000.00 of this will come from the money of the 2003 Hermanos and Hermanas intended for the concrete stairway at the Villareal Cemetery.

Carlo Varela called up yesterday to inform us that the 20,000 bags of cement allegedly promised by Governor Milagros Tan have not yet been delivered to Villa. In fact, not even a single bag has reached there. Then there's also the issue of the provincial government allocating P3M which Carlo claims the municipality is not aware of.

Based on the records furnished us by the Department of Budget and Management (DBM)
the Internal Revenue Allotment of the Municipality of Villareal, Samar for the current year
is Php 15,969,689.00. Add to this, income from other sources like business permits, community tax certificates, real property tax,etc and if I remember right, Carlo mentioned yesterday that the total income is about P20M. Of this amount, only 20% is allocated for the Municipal Development Fund. 55% goes to Personnel Services, 5% is for Calamity Fund, 10% for the Sangguniang Kabataan, 5% GAD and the remaining 5%percent I cannot recall but II will do a research later at the Finance and Management Service of our Department.

The project we are jointly undertaking with the municipality is a Bayanihan Project. Therefore, we should not depend on what the budget our municipality have because there are other a lot of concerns that need to be addressed out of that budget.

Let us all work together and exhaust all efforts for the completion of this Villa-Casang-an Road Repair. Only then can we shout to the world that we did it our way and be proud that we were part of it.

The $200 you donated to the Villahanon Association in Metro Manila (VAMM) was deposited to the account of the VAMM at Metrobank, Taft Ave. Branch, Taft Avenue, Manila. The account number is 268-3-26804698-5. We have not touched a single penny from it because we are still doing our best to raise more money a project which will benefit the Villahanons here and at the domestic front.

Probably, you have already heard of the plan for the concreting of the Villa-Kasang-an road. This project will be implemented using the bayanihan scheme. During the fiesta celebration of the Villahanon in Metro Manila last September 11, 2004, our municipal mayor sought the assistance of the Villahanons in Manila and suburbs to help in realization of the said project by donating bags of
cement thru the VAMM. He said that the municipality will provide the gravel, sand, reinforcement bars and the lumber and the labor will come from the barangays along the route to Kasang-an. Alice Rapanan Murillo's husband, Engr. Artemio Murillo will prepare the program of work, cost estimate of the project and the managing. His services are for free.

In a phone conversation yesterday with Engr. Murillo, he informed me that he computed the expenses by kilometer. One (I) kilometer length of road will need 9000 bags of cement. At Php 170.00 per bag, it will cost a total of One Million Five Hundred Thirty Thousand Pesos (Php1,530,000.00) or the equivalent of Twenty Seven Thousand Three hundred Twenty One Dollars and Forty Two Cents ($27,321.42).

Komusta. Nakuha ko an imo email ha website han gugma han Samar. I really salute the Villahanons in Metro Manila in initiating this project- the Road to Villa from Casang-an. This must be supported by all Villahanons
whereever they are. Whatever donations that should be given should be properly acknowledged whether manpower, financial, in kind or even moral support to boost this project to completion. We Villahanons in Canada will try to give our share in whatever we can.

What is this Municipal Development Fund you are referring to which amounts to 5 Million already? Is this specifically allotted for the development of Villa? Just asking.

I salute the Villahanons in Metro Manila! This is a noble endeavor. We hope that this will be supported by all the villahanons throughout the world. For us who are in Region 8, we will have our share.

I am appealing to the new adminstration to be trasparent in all the l trasacions and let all the Villahanon know what projects, activities and program are being implemented ouT of the 20% Municipal Development Fund is almost FIVE MILLION FOR THIS YEAR. PLEASE allocate one million out of this fund for the said road, Mas maupay ini nga pagpatikang.

At last we will be once again be proud to be a VILLAHANON!!!!!!!!!!!!

Regardless of how much the cement cost, I will give the 200 bags that I pledged. I suggest you tell Ruben Gerardo about the price changed so people will know.

Like you, my Nay Norma has also grandchildren. She married a fellow from Marapipi named Miguel Layson. After so many years of no contact, she came over to see us in our house in Tacloban 3 years ago. You must be in the same class with Victor Ocana, I remember her telling me once that they were classmates so with Auntie Ding Llarenas. One thing I admired with my Aunt Norma, is that, she never give up in hard times, she's always optimistic about life. She is like the mother figure to her brothers and sisters, including my late father. In a way, I am almost like her. Next time I see her, I'll make sure to mention your name.

I have actually asked my brother to buy the cement himself in Tacloban and deliver it directly to Villareal. I will shoulder the transportation cost of my pledge, this way, the association need not have to worry about.

Mana Marivel seems like a very smart and competent person. I am very impressed with her personality. I hope I will have the chance to see her again. I am friends with her brother Menandro. I am equally excited as the Villahanons, with the prospect of having a concrete road from Kasang-an to the poblacion, la villa real, through the efforts of the PEOPLE OF VILLAREAL THEMSELVES. For many decades the Villahanons have developed callused and "kiballed" pugtots travelling that short but arduous, rugged road to Villa. It had been "completed" many times in the past by many political leaders.

I attended the 2004 Villahanon Fiesta last September 11 at the Amoranto Hall in Quezon City. (I could not escape being picked by the mischievous bastoneros, Tito Go, Mang Jun Dasmariñas and Nalding Seludo to dance the Kuratsa!!! ...Takay, sinensillo la an ak dara, pero sigi la kay agwantahay man la bisan talagudti....)

The announcement of the Villa road project was received with loud approval. Makaruruyag gud!!! The concept was proposed by the Villahanon Association in Metro Manila to Mayor Boy L and I think after just one meeting, they came up with a concrete agreement --

1. The Association will solicit bags of cement from all Villahanons and those who love Villa and the Villahanons, or cash equivalent of P140.00 per bag. The donor can have the bags of cement directly delivered to the office of the Mayor in Villareal or send check payable to the Villahanon Association in Metro Manila who will then purchase the cement for the donor. All donations will be properly receipted/acknowledged by the Association.

2. The local government's counterpart is to provide the corresponding Gravel and Sand.

3. The Barangays along the area will provide the Labor.

So far, the assocaition has solicited more than 3,000 bags (in pledges), and the number increases fast, every day!!!

This sharing scheme by the three groups is fantastic. A stroke of genius. Real Filipino. Sinamar. Pintakasi. Bayanihan. Binurubligay!

Leyteño Engr. Artem Murillo, VP for operations of the famed Pajara Construction, and Villahanon by choice (nee alice rapanan). volunteered his services for FREE!!!. He will leave for the province next week to prepare the Cost Estimates and Work Program. Wowowowowowow!!!!

(To Addi, i don’t think the road could be named after the great martyr Fr. Romano. It’s a national road. On the other hand, magkamamay-ada gutiay nga bag-id hin politika. Gabay nala waray ngaran hin tawo.)

Repair the road using private funds and contributions and put up a big sign: "An Pag-Upay Hini Nga Kalsada Tikang Han Pribado Nga Kontribosyon, Deri TiKang Ha Pork Barrel". Bayanihan! That's the way we'll get things done. How often have I forgotten about this outstanding Filipino dynamic - community building through community effort. It took a Britisher to re-open my eyes to this rare gift. The Brit, Dylan Wilk, now a mover with Gawad-Kalinga was one of the most dynamic presenters at the recently concluded NAFFAA confab in Chicago. I must say that, thanks to him and Maj. Gen. Taguba, the darned confab was still worth attending. Wilk said that, more often than not, Pinoys have this tendency to easily give up and put themselves down (maybe we're just born masochists), forgetting the many great accomplishments we've done as a nation and as a people. He went on to say that, while the ruins left by ancient civilizations (Greece, Rome) may look impressive (the Pyramids of Egypt, for example) - they were built using forced labor or slavery. On the other hand, one of the Wonders of the World - the Rice Terraces - were built by community effort, by bayanihan. That should set us apart from other nations and peoples on this planet.

Perhaps, given the sad state the country finds itself in, we might yet rediscover the value of the spirit of Bayanihan. Yes, I truly believe that Villahanons, working together - can build that Casang-an Road. We don't need pork barrels to get things done, all we need is unity of purpose and a burning desire to succeed. If the Igorots could build the rice terraces using hand tools, certainly we can work wonders, too.

So, Villahanons - good luck and godspeed with your work. And may I ask a favor? How about re-naming the Casang-an Road the "Rudy Romano Memorial Road"? We'll never be able to bring him back from the dead, but at least let this generation and future generations - remember a great Villahanon every time they pass this road.
